- Planned, developed, and managed implementation of a publicly funded, urban, three-site ambulatory care network;
- Planned and developed an ambulatory care, rural consortium of four hospitals, five clinics, and two public health agencies;
Strategic Marketing & Community Needs Analysis
- Performed assessment of need, and relative availability and adequacy of primary health and medical services in urban and rural areas for providers and communities;
- Secured shortage [MUA/P and HPSA] designations in urban and rural areas for providers interested in federal/state grant and entitlement programs;
- Analyzed resources and developed strategic and marketing plans for large specialty and primary care clinics;
- Developed marketing plan to enhance the presence in the healthcare market for a national human resources consulting firm.
Merger/Acquisition/Affiliation Facilitation
- Facilitated the merger, consolidation and integration of services of two hospitals, devised service expansion/diversification plans;
- Facilitated the acquisition and integration of three hospitals and an ambulatory center, and the development of a regional behavioral health system;
- Designed, evaluated strategies and assisted a community-based home care and hospice provider affiliating with a major hospital;
- developed the processes and facilitated the evaluations of the opportunities for strategic alliances with alternative healthcare systems for hospitals, ambulatory care and other health/medical care providers.
Physician Resource & Medical Staff Development
- evaluated and negotiated the purchase of strategically placed physician office practices for a hospital system;
- Designed a Physician Resource Development Plan to preserve and enhance existing primary care practices, to establish additional primary care practices in target markets, and to construct a physician practice support network;
- Designed, tested and implemented provider (incentive) compensation programs, incorporating fee-for-service and managed care components, in collaboration with providers and employers;
- Guided the planning, organization, development and implementation of innovative relationships to create physician organizations, physician/hospital organizations and management services organizations and resulting program initiatives;
imbursement of eligible private and public ambulatory care providers through certification as Rural Health Clinics;
- Completed organizational assessments, prepared applications and designed implementation guidelines to qualify eligible private and public ambulatory care providers for cost-based reimbursement through designation as Federally Qualified Health Centers;
- Developed grant proposals resulting in state and federal governmental funding for rural and urban, community and migrant health center programs and networks.
Operations/Financial Enhancement
- Conducted assessment and managed improvement of administrative and financial operations, and planned for the expansion and diversification of services for a large hospice;
- Developed resource management systems, and generated operations and financial improvement strategies for hospitals, community and federally qualified health centers and ambulatory providers.
Managed Care Contracting & Development
- designed product offerings and investigated financing options for a multi-hospital system PPO;
- Developed positioning strategy and negotiated a hospital's managed care contracts with PPOs, HMOs and TPAs;
- Reviewed and negotiated HMO contracts on behalf of hospitals, physician groups, community and federally qualified health centers, other ambulatory and specialty care providers;
- Formulated contracting policies, directed negotiations and assisted with organizational responses to managed care overtures of purchasers and payors, including development of integrated provider networks.
Community Development and Grant Writing
- Facilitated community development activities, including work with key stakeholders, to assess feasibility and appropriateness for federal grant funding in multiple states with multiple clients;
- Comparatively evaluated the feasibility of various primary care delivery models (e.g., federally qualified health center, provider-based clinic, rural health clinic, etc.) for hospitals and other provider types;
- Facilitated data collection to secure information for appropriate federal designations--Medically Underserved Areas/Populations, Health Professional Shortage Areas (primary medical care, dental health and mental health);
- Secured Health Resources and Services Administration funding for consolidated Community Health Center Program grants, including: new start funding, new access point funding, service expansion funding, expanded medical capacity funding, service area (non-)competitive funding and other grants for numerous non-profit and public provider entities.
Other
- Served as consultants to state and local departments of health, public assistance and human services; and to national, regional and state provider associations;
- Facilitated collaborative programs between healthcare providers (public and private), communities, purchasers/employers to accomplish needs assessments and coordinated joint efforts to impact community well-being, access, resources and health status.
